Há algumas mudanças significativas na lei neste país que atingem a sociedade, a classe e as gerações. A Lei do Aborto e a descriminalização da homossexualidade em 1967, a abolição da pena de morte dois anos antes, legalização do casamento do mesmo sexo em 2013 e a Lei de Fertilização e Embriologia Humana em 1990, que foi a primeira lei desse tipo no mundo. Todos eles tiveram impactos profundos em legislação adicional, atitudes sociais e a vida dos indivíduos e de suas famílias. É um voto gratuito - não há linha do partido, para que os deputados possam votar de acordo com sua consciência e crenças, não como são informados por chicotes de partidos. É, é claro, uma questão que provoca forte sentimento de ambos os lados do argumento, preocupações genuínas sobre a coerção e é uma 'inclinação escorregadia' para estadiar a intervenção ao lado do desejo que teria controle sobre a morte e a dignidade de alguém. Se passar pela segunda leitura, seguirá o processo de audiências do comitê e escrutínio nas duas casas do Parlamento. Se não for, acho que é improvável que seja revisado por mais uma década. Os novos parlamentares podem discordar das medidas do governo sobre outras questões, mas geralmente votarão como são instruídas a pelo menos nesta fase em suas carreiras, porque a deslealdade não os ajuda a escalar o polo político oleoso. Há quem diga que o governo deve ficar fora do debate, mas as intervenções dos secretários de Heath e Justiça (ambos contra) colocaram o falado naquela roda em particular. On Friday MPs will vote on the Second Reading of Kim Leadbeater’s Private Members Bill on Assisted Dying which, if passed, will join that list. It is a free vote – there is no party line so MPs can vote according to their conscience and beliefs, not how they’re told to by party whips. It is, of course, an issue that provokes strong feeling on both sides of the argument, genuine concerns about coercion and it being a ‘slippery slope’ to state intervention alongside the heart wrenching desire to have control over one’s death and dignity. If it gets through the second reading, it will follow the process of committee hearings and scrutiny in both Houses of Parliament. If it doesn’t then I reckon it’s unlikely to be revisited for another decade.
This early on in Parliament with hundreds of new MPs still finding their way around the place it will be a huge test of their commitment to and understanding of the responsibility that comes with election to parliament. New MPs might disagree with government measures on other issues but will, usually vote as they’re told to at least at this stage in their careers because disloyalty doesn’t help them climb the greasy political pole. Given the store that is, rightly, set by party discipline especially on unpopular moves like scrapping the Winter Fuel Allowance or changing the tax rules for farmers, it’s going to be Muito difícil para muitos deputados lembrarem como pensar de forma independente, aprofundar -se nos argumentos e em suas próprias opiniões, pensar no impacto muito depois de deixarem a política. Mas também é uma oportunidade para o Parlamento e aqueles que optamos por nos representar lá para serem o seu melhor - atencioso, cortês e respeitoso. Após a política da pantomima da última década, esperamos que eles possam subir para a ocasião.
